Bilateral Exchanges Between Constituents:

     Bilateral exchanges are the agreed exchanges between two constituents at 15 minute intervals and can be on account of :

• (a) Agreement between two states on seasonal / long term / short term basis.
• (b) Agreement between states and other agencies.  

• (a) Agreement between two states for sharing  joint projects.
